Brittney Roy-Morales
Senior Director of Policy and Strategy
Brittney Roy-Morales serves as the Senior Director of Policy and Strategy where she leads Heartland Forward’s state health policy work, advancing innovative solutions to improve health outcomes across the Heartland and supporting the Heartland Health Caucus.
Brittney is a health policy expert with extensive experience at the intersection of state government and gubernatorial strategy. Most recently, she served as Program Director for Health at the National Governors Association (NGA) Center for Best Practices, where she led a broad portfolio of policy initiatives spanning public health, healthcare delivery, and behavioral health. In this role, she worked with Governors and their senior advisors to design and advance health policy best practices and strategies with meaningful impact on the health and well-being of communities nationwide.
Prior to NGA, Brittney served as a senior advisor to former governor of Arkansas, Asa Hutchinson, where she managed policy development across public health, welfare, and labor. Her experience working directly within the executive branch informs her approach to translating complex health policy challenges into actionable, politically viable strategies for leaders.
A native Arkansan, Brittney holds a Master of Public Administration and Nonprofit Management from the University of Arkansas at Little Rock and a Bachelor of Arts in Sociology and Gender Studies.
