Director of the Maternal & Child Health Center for Policy & Practice

Rachel Morrow is the Director of the Maternal & Child Health Center for Policy & Practice at Heartland Forward, where she leads efforts to develop sustainable, evidence-based solutions that improve outcomes for mothers, children, and families across Arkansas and the broader heartland region.

Before joining Heartland Forward, Rachel served as Director of Membership at Dialog. She also spent six years at Booz Allen Hamilton consulting for federal agencies, including serving as Chief of Staff for the Heliophysics Division at NASA Headquarters.

Rachel earned her Master’s in Public Affairs from Princeton University’s School of Public and International Affairs, where she received the school’s highest honor, the Stokes Prize. While at Princeton, she worked as a graduate consultant with Arizona’s Medicaid agency and worked at the White House Office of Presidential Personnel under the Biden Administration. She earned her undergraduate degree from Stanford University.

Originally from Cave Springs, Arkansas, Rachel is excited to be back in the heartland and working on issues that directly impact the communities she cares about.
